How do you allow small businesses to apply for
state-funded loans online and provide a means for
the Treasury to approve or reject their request?

The State of Ohio created a program which allows for funding institutions to lend funds to qualifying small businesses and agricultural clients at below-market rates. To make this process more efficient and accessible to remote clients, the loan application process was moved online.

LimaCorp, LLC was challenged with creating a 2 piece application. Part one was creating and online loan application center used by applicants. It would be simple to use and easy to navigate. Part two was creating an administrative control center used by the Ohio State Treasury. The application would feature the ability to approve or decline loan requests with a real time, paperless environment.

LimaCorp, LLC developed a unique solution that was both scaleable and easy to use. By developing a system to capture the loan applicant's data entered into an online database, LimaCorp was able to easily retrieve this information for the administration application.

LimaCorp then raised the bar by building a revolutionary, administration system dubbed "eForm Connect". This system captured the original loan application forms so the loan applicants data could be applied directly into the appropriate fields. The Treasury could then approve or decline the applicant's request without processing any paper as soon as the application was submitted.

LimaCorp, LLC used the following:

  • Standards-compliant web page development
  • SQL database technology
  • Customized middleware systems
  • Open-source coding, database, and network resources
  • Secure socket layer (SSL) network technology
  • eForm Connect ® functionality

The Linked Deposit Program has helped to preserve and create jobs for Ohioans by qualifying small businesses for state loans at below-market rates. It also increased the accessibility of the program to more remote clients by allowing them to work online with the loan officer instead of having to be physically present within an office.

The program is currently being used for small business and agriculture and is slated to be available for other linked deposit programs in the near future.
